Most registrations are in by August but there are players being registered all year
Fixtures are always being updated due to bad weather or national cup games or even free weekends
Clubs submit transfer requests and the registrar transfers the players, there are many issues that arise around transfers on a weekly basis
Discipline is a serious matter that is ongoing on a weekly basis, the two players you mentioned are not the only major discipline issues this season but the others did not get the same profile.
The OT managers have the responsibility of managing the squads the rest is down to others, transport, hospitality, gear and all the trappings of a normal club.
Other things like grant applications, ground maintenance, development, meetings with other bodies, insurance issues, supporting clubs who request help. meeting with referees, representing the LDL on national and regional bodies, assisting players who have issues with clubs, Amongst many others things
I do agree that it is not rocket science but at the same time lets not belittle the work that is done on a voluntary basis on all clubs behalf. There are many many other tasks and issues being dealt with that can directly and indirectly impact the players and clubs if they are not completed on a weekly basis.
As for the infighting, cant argue, there is far too much going on and the sooner it stops the better for everybody. but in the mean time lets cut a little slack to anyone who is trying.
