But by not punishing sides who have broken the wage cap are you not punishing sides you have worked within it's limits. Take this for an example (although I hear Galway didn't break it, only came close, but bear with me)
If Galway had operated the season in breach of the salary agreement, and gained a total of 40 points in this period, while UCD operated at 60% of their total budget but only gained a total of 38 points and were then relegated, would that not be unfair on UCD for having their house in order in the very first season of the wage cap?
