Hoolahan has been getting his game recently so it may be that he's simply a part of Norwich's plans. They're more than entitled to deny the transfer request and if Hoolahan acts unprofessionally as a result it would be him I'd think less of, not Norwich. I agree that nobody wants an unhappy player, but they have to weigh everything up and selling to a rival club is hardly ideal, particularly mid-season.
