Fever Pitch has to get the first mention. Quality stuff.

A romantic comedy about a man, a woman and a football team. Based on Nick Hornby's best selling autobiographical novel, Fever Pitch. English teacher Paul Ashworth (Colin Firth) believes his long standing obsession with Arsenal serves him well. But then he meets Sarah. Their relationship develops in tandem with Arsenal's roller coaster fortunes in the football league, both leading to a nail biting climax.

Do docus count? If so Zidane: A 21st Century Portrait is excellent
Escape to Victory. It had Pele, for God's sake! Classic film, even with Sylvester Stallone in it.
Poor old Kevin O'Callaghan, eh? Talk about taking one for the team!
Legend has it that Stallone thought he actually was a decent keeper, and challenged Pele to an actual penalty shoot out, and Pele stuck all 5.

Has to be Escape to Victory.
Silver stars to Gregory's Girl and Mike Bassett: England Manager.
I don't know the name of it, I have tried to source it a couple of times, I have only seen about an hour of it but.......There is a four-hour Agentine documentary showing football in the country through each decade up to early 1990's. Showing acres of old footage and interviews. It ids so generaous in it's timing that there is about 5 minutes of shots going the wrong side of the post in the 1930's a few minutes later there is another few minutes of footage of football teams coming up the steep steps from the bowls of the River Plate Stadium with the audio of interviews over it.
This would be my favourite football film....if I know what it was called.
Wim Wenders's 'The goalkeeper's fear of the Penalty' is rubbish. There is one comic football bit during the opening credits.
I hope to se Shaolin Soccer also there is a Nepalese film about a student monk trying to catch matches of the 1998 World Cup on the TV.

I'm pretty the documentary you're thinking of is Futebol. It's 3 films:
Should have also mentioned Studs, the Brendan Gleeson one, wasn't a bad show at all.
On the documentary types, does anyone remember BBC doing an entire night of football related telly some years back? Had a load of documentaries in it, and ended up with the 1966 WC Final in full? Very good, if short, one on the Battle of Santiago IIRC.
Mike Bassat; england manager has to be the best. Escape to vicotry wasn't bad either. Not a film but the mini series footballs hardest away days is class
Jossys Giants :p
Doc about the New York Cosmos was good enough. "Once In A Lifetime"
I.D. is not so much a football film as a film set on the periphery of football (Cops trying to infiltrate a hooligan firm). http://en.wikipedia.org/wiki/ID_(film)

Shaolin is a bit of a head wreck
the Budda one in nepal is quite funny, and based on a true story
Escape To Victory is brill - love the scene where pele explains on the board how he is basically going too beat them all and then score a goal
Gregorys Girl - excellent, that girl was hot
