Use the character map.
Start-Programs-Accessories-SystemTools-CharacterMap
Holding Alt + typing the numbers between 128 and 165 will get you there. Memorise the ones you need
eg
Alt+135 = ç
Alt+157 = Ø
Alt+129 = ü
print it then add the umlaut using a pen.
When i first turned on my laptop, i incorrectly entered my keyboard type as American.
the only outcome has been that " and @ are switched.
However if i press shift+' without something like cow written before it (which would make cow'(s)), and then press a vowel i get äëïö and ü.
I'm presuming this is just my keyboard.
Can't you just use insert character in Microsoft word?
google umlaut and paste the result into the paper
alternatley go into regional settings and change to a german keyboard and use the character beside the return button they have all the umlauts
Start -> Run -> charmap is the quickest way I think.

I've lived in Germany for a year now and know that Germans don't expect you to add the 'umlaut' to anything you are typing on a non-german keyboard (There are separate keys for these characters on a german keyboard).
Instead of 'ü', just type 'ue', instead of 'ä', type 'ae', and instead of 'ö', type 'oe'. Instead of 'ß', just type 'ss'. That is internationally accepted. They are far too lazy themselves to go to all the bother suggested above! :)
