The end of 2011 Season

Just a quick one but does anyone know why clubs are having to vote half through the 2010 season for something that will take effect at the end of 2011 season. I know it will allow for forward planning etc. etc. but its still almost 18 months earlier.

If it was left until next season, then people would be complaining that it was being left to the last minute. I know the FAI are crap but there is no harm in planning ahead in this instance.
