Presume English semi-pro just means playing non-league football?

Mark Kinsella played for Colchester United in the Conference in the early nineties - could be him?

Other Irish players to play English non-League:

Ray Houghton (Stevenage Borough)
John Byrne (Crawley Town)

Don't know though...

For some reason I think it could be Tony Cascarino.

It's none other than former City boss Eamonn O'Keeffe.
Eamonn was capped at Mossley in 1979 before moving to Everton, he was later capped five times for Ireland

Morrison hasn't been capped at U21 level for England - if he had, he'd not have been eligable for Ireland any more.

Only if it was a competitive game. Friendlies don't count.
