Something just occurred to me. When the external Garda Ombudsman was rolled out, one of the concerns expressed about it was that it didn't have retroactive investigative powers. Now the internal Garda Complaints Bureau has been wound up. Who does have the authority to investigate retroactively now?

The Statute establishing the Garda Ombudsman (the Garda Siochana Act 2005 http://www.irishstatutebook.ie/ZZA20Y2005.html) provides that a complaint should be made within the period of 6 months beginning on the date of the conduct giving rise to the complaint. This time limit may be extended if the Garda Ombudsman considers that there are good reasons for doing so. A complaint is considered to be made as soon as it is received by the Ombudsman Commission or at a Garda Station … etc’ - The Garda Ombudsman Commission.

Seems to be a grey area of a few months. After November it would appear to be too late.
