Nah that part isn't true.
They have already entered the intertoto and the other two teams are in it so we get the place. The Intertoto takes applications as well so thats why they are stuck in intertoto. so I'm lead to believe

at the moment top of the fair play league is the premership and it will be awarded to man.city as far as i know. they r lying fourth in the fair play in england behind arsenal,liverpool and i think arsenal who will have qualified for europe

When we got into the inter toto, Ireland were in the draw for the fair play and we were top of the Irish fair play. But had Ireland been pulled out of the hat, the UEFA place would gone to the second team in the fair play list (Rovers I think). Presumabaly the same would happen in this case.
