Description




The Eircom League of Ireland is a key element of the FAI?s responsibilities to develop and grow football in Ireland. It is a vital component for the development of players and clubs. The Eircom League of Ireland is now operated by the FAI and because of its importance, the FAI has initiated a range of fundamental changes that will take place over the next three years and will put the league on a brand new footing. Bringing all divisions of the League under the FAI banner will provide more support and more focus to the running of the League while allowing the clubs to concentrate on running their affairs. As a vital step to ensure the success of this initiative the FAI will appoint an Internal Compliance Officer.

Internal Compliance Officer

The Position

Reporting to the Director of Finance of the FAI, you will be responsible for the gathering of information and the performance of all necessary financial and related reviews in relation to all the Eircom League of Ireland clubs throughout the country, both in the Premier and First Division. In this the main part of the role you will work very closely with the Association?s Club Licensing Department and the Director of the Eircom League of Ireland, however in addition you will also be carrying out internal audits, financial and operational checks on the activities carried out by or financed by the Association.


Required Skills

You will be a qualified accountant with strong experience in audit engagements. You will be a proactive self starter, who thrives with working on their own initiative. You will possess excellent decision making, communication and proven management skills, preferably with a good understanding of the structures of football in Ireland, specifically the Eircom League of Ireland. You will require great energy and commitment to cope with the demands of this new opportunity.

Main Objectives

Responsible for the reviews of all Eircom League of Ireland clubs financial and related information as submitted annually in order for them to obtain a licence to participate in the Eircom League of Ireland in the following season. This will require working to very strict deadlines and reviews should result in recommendations for improvements on a club by club basis.
Take ownership of the financial compliance area by ensuring the Eircom League of Ireland clubs fully understand the need to comply with all the financial and related requirements of the Club Licensing Manual. This should be done in the context of minimising the cost of compliance whilst ensuring compliance is achieved.
Provide support and assistance to the Director of the Eircom League of Ireland in his drive to changes necessary for the long term success of the League and his stewardship of the League.
Provide support and assistance to the Club Licensing Department and act where necessary as a contact point for the UEFA/FIFA regulators in respect of the financial and related areas.
Pro actively communicate with all Eircom League of Ireland clubs to inform them of areas requiring improvement and those that need to be actioned. Provide Eircom League of Ireland clubs with assistance and direction to support them but always mindful of the need to remain independent from them.
Identify areas that need change or improvement in the Club Licensing Manual by putting forward recommendations with support to be considered for change by the Club Licensing Department and ultimately the Board of the Association.
Maintain strong and ongoing regular contact with all the Eircom League of Ireland clubs key management figures in order to build and develop strong working relationships with each club.


Other Objectives


Develop an Internal Audit Plan to be presented to the Audit Committee which should enable a review of all systems and operations in each department in the Association on a cyclical rota basis over a three year term.
Develop an annual internal audit operational plan to be agreed by the Audit Committee.
Properly plan and carry out the agreed internal audits, documenting work carried out and evidence established to support findings which should be set out in reports for management which must outline the findings and identifying improvements to systems of internal control and risk management.
Assist the Association in ensuring all relevant legislative, regulations, codes and policies are complied with. Keep up to date with best practice internal audit standards and with changes to the UEFA/FIFA Licensing procedures and regulations.
With the Director of Finance to develop and keep updated an accounting manual to consist of the Associations key accounting policies and standing instructions.
Assist in preparation of submissions to relevant Government, sporting and other bodies to obtain subventions and other available funding in order to maximise the Associations revenue stream.
With the Director of Finance to develop and introduce an approval process for capital expenditure items.
Carrying out specific ad hoc projects at the instigation of the Director of Finance.


Other Requirements

The successful candidate must have a full driving licence as there will be significant travel required in attending club grounds and other locations around the country.
