Was Eoin Hand ever manager of Limerick AND the international side at the same time?

Yes, I believe so. In fact, I think he led Limerick to the championship (as player/manager) after his initial appointment to the Ireland job.

He was manager of both for a period. Long enough to win any arguement.
You could start another argument because he also combined the Pats and the international job for a year or so.

He was manager of Pats and the national side too 1984/85 season.

He led Limerick to the league title in 1979-80 and almost led Ireland to the World Cup in 1982.

Yep, 1993 or thereabouts. long after his stint with the national side.

He managed Limerick from summer 1979 to summer 1982.

He managed Ireland from summer 1980- November 1985.

So Yes.
