The aim is to put supporters' opinions across, mainly on league issues (hence "National League" in NLSA). The link eire06 posted shows examples - submission on the league proposals, reaction to Genesis Report, etc.

Any more specific question you had?

I think he means: "what do they actually do" and not "what are they supposed to be there for".

When you say "league proposals", do you mean the merger that has already happened?

This was obviously before it was confirmed (i.e. when they were still just proposals).
