14 = D ( I dont think you can score a goal in this situation ).
15 = C ( I presume that as the kick off is late already and if the keeper is at the venue you would wait for him and report the incident).
16 = D .

The answers are (which seems to have surprised a lot of you)
14. b
Law 17 states “a goal may be scored directly from a corner kick, but only against the opposing team.”
15. c
Law 3 states “a match is played by two teams, each consisting of not more than eleven players, one of whom is the goalkeeper”.
As there is no goalkeeper present the game cannot start. When the goalkeeper arrives the game can start because they have the minimum number of players.
16. b.
In the procedures to determine the winner of a match, the section that provides for kicks from the penalty marks states “A goalkeeper who is injured while kicks are being taken from the penalty mark and is unable to continue as goalkeeper may be replaced by a named substitute provided his team has not used the maximum number of substitutes permitted under the competition rules”
