Transfermarkt says he's from Meath and was loaned to Bognor Regis for 6 weeks last year; 2 EFL Trophy games, 7 conceded (though you'd want some context there); 1 Ireland U21 cap. Various sources say he came through Shamrock Rovers' youth team until Brighton came knocking the first window after he turned 18.
The Mirror reported in June that he got a contract extension until next summer. They claim 12 PL2 appearances last season and note his Ireland U21 cap was in a 2-2 draw with England’s Under-20s in Croatia.
The Meath Chronical says he's 6'3" and that his parents are former Irish athletes: Olympic hurdler Sean Cahill, and high jumper Terry Horgan.

He also played in that abandoned game against Kuwait that we were 3-0 up

He's effectively third choice keeper at Brighton this season as they only have two keepers in their senior squad - Verbruggen and Steele. However they have a number of keepers out on loan who would likely be ahead of him at the club as well, but are off out getting first team game time.
However being third choice will mean he will train a lot with the senior squad, including on match days, so is available to step up to the bench if there are any last minute injuries, as happened at the weekend with Lewis Dunk.
