How does the transfer deadline affect the Eircom League? Are clubs allowed to buy players from foreign leagues and not their own or what?

AFAIK the transfer window closed on 31st july and wont reopen until season ends

The deadline for transfers of registration was 31st July. Clubs could still sign out of contract or amatuer players and register them for the first time.

However, the deadline to register any players to play in the eircom League, out of contract or otherwise is TODAY.
