I touched on TPO recently in the Ireland forum, I think in the Eligibility thread.

Here is David Conn's explanation of the concept and why it was outlawed in England post-Tevez / Mascherano.

But Conn also proceeds to expose Chelsea's financing of TPO funds via a network of offshore companies in Ireland, and run by Mourinho's agent Mendes, and that snake, Peter Kenyon:
