Queries about playoffs

I posted this somewhere else and got no replies so I will try it on here, can anyone answer these questions

Longford finished 2nd and Mervue finished 3rd does that mean Longford are the official runners up, regardless of playoffs, what I mean is do they get a medal as runners up, as the playoff is an extra after the league is over.

Do away goals count as double in the event of a draw

is there a penalty shhot out in the event of a draw over the 2 legs

are all yellow and red cards picked up in the league quashed

are yellow and red cards quashed for the final playoff against the premier team

I doubt I'm the only dumbo that doesn't know the answers

Based on experience.. Longford are runners up regardless. Away goals do not count in playoffs. There is extra time and penalties if still level after the second game. I don't recall suspensions being quashed at any stage.
