The biggest shock from Monday's KDL AGM is that Lisselton Rovers will not participate in the Kerry District League this season. Seems a very bizarre development, it wasn't long ago that the club reached the latter stages of the FAI Junior Cup, and they would still have been considered one of the leading Kerry junior soccer teams after Killarney Celtic, so where their leading players will move to is a mystery.

Why have they resigned?

Who will fight for the league this year in Kerry?

What happened? Are they gone out of football? Are they applying to another league? Are they going senior? Are they in dispute with KDL?

Not sure, just the bare-bone details in the OP given in The Kerryman, very surprised if they've gone bust, the Kerry League is very much one that doesn't place many expenses on teams. Equally unlikely that they'd either go into the Desmond League or go senior, no guarantee that there will be any Kerry involvement in next year's First Division, the truth will come out in the coming weeks. Killarney Celtic will be huge favourites after their FAI Youth Cup run, other contenders will be Killarney Athletic, Castleisland and St. Brendan's Park (Tralee). Even if Tralee Dynamos have to return to junior football, they are only in Premier B this year.
