The information within this box needs to be confirmed. It is said to come from the Final Report of the European Club Forum in Barcelona at February 16/17, 2004 in Barcelona. It's not clear whether this proposal has been approved by the Executive Committee.
Competition system - Qualifying phase
The seeding system based on club coefficients ranking applies within each group. Compliance with the regions is implemented as far as possible. Exceptions may be necessary. The countries not shown do not appear in the Qualifying Groups: Greece, Italy, Portugal, Spain, France, Germany, England, and Netherlands.
Regional groups:
Southern Mediterranean Albania, Andorra, Bosnia, Croatia, Cyprus, FYR Macedonia, Israel, Malta, San Marino, Serbia, Slovenia, and Turkey.
Central - East Armenia, Austria, Azerbaijan, Belarus, Bulgaria, Czech Republic, Georgia, Hungary, Kazakhstan, Liechtenstein, Moldova, Poland, Romania, Russia, Slovakia, Switzerland, and Ukraine.
Northern Belgium, Denmark, Eire, Estonia, Faroe Islands, Finland, Iceland, Latvia, Lithuania, Luxembourg, Northern Ireland, Norway, Scotland, Sweden, and Wales.

2) The home-page of Östers IF states that: "Öster has been given information to be drawn in the northen group in the first qualification round".
