I'm confused here - why is there a charge for the grant so?
Surely if the money was used for the correct purpose, there should be no charge? And similarily, if there is a charge, then Bohs clearly haven't used the facility for the purpose stated?
I think the problem is that you don't seem to understand the term "charge" as used in this context. Hint: it doesn't mean "fee".

Just to put the grants received by Bohs in context
.
Bohs received 2 grants:
£400k in 1999 (which paid for about 35% of the cost of the Jodi)
100k in 2002 (to repair the floodlights?)
There is no question that money was put to good use, and the improved facilities have been in use for 9-12 years already. The implication that this money was somehow used to fund Bohs excessive wages in recent years is laughable. The improvements partly funded by the grants have not just benefitted Bohs, as Dalyer has been used as a home ground by 3 LOI clubs since then (including rovers!). Several clubs have also used it for European games, which they would not have been allowed to host at their own grounds. I dont think anyone can claim that the taxpayers money was not used as intended, or that the taxpayer is somehow owed money by Bohs at this stage. I assume that is why the govt is happy to waive their first charge over the title at this point in time.
In terms of the amount of money involved here, people should bear in mind that the govt routinely shells out upwards of 50million per year on these grants (mainly to rural GAA clubs, strangely enough).

Eh, no. I'm quite aware of what the word "charge" means. Your non-snotty post, however, was much more informative; thanks.

No queston what the funds were used for - there for all to see - I think the issue relates to conditions attached to grants which the Department has taken much more seriously especially since money granted for completion of a certain stadium in South Dublin was "diverted". Rumour at the time had it that FAI had to repay monies granted (although never heard this confirmed). eason for the condition(s) is to ensure that the community (rightly) get some return on the money and that club(s) dont just use it to tart up a ground to sell on or having spent the money sell off the ground for redevelopment.
Most (if not all) clubs have availed of the grants either to develp or maintain grounds and, as far as I know, conditions apply to all. Conditions are usually time related (ie for a specific period) but not sure what period in the case of Dalymount. as nedser pointed out the main monies received were in early 90's so I expect the conditions would not have long to expire anyway.

So why make the waiving or downgrading of this charge a condition of the loan scheme at all?

I don't think thats the case.
I think Bohs can't use dalymount as collateral for anything without the consent of those who have a charge on it (including the D/TSC)

As far as I can tell Zurich gave Bohs a loan or overdraft of 4 or 5 million I think and as security Bohs put up the car park which they're renting to the Mater. Im open to correction but that's my understanding.

Yea, thats about it Longfordian. car park (right hand corner of St peters Rd (Des kelly stand) end of the ground for those not familiar) was actually the best earner due to car parking deal done with Mater Hospital and it was that portion of the ground that was put up as collateral for the loan facility from Zurich.
In reality, it is well nigh impossible to see that loan repaid except in the context of a sale of Dalymount although it is not impossible to see the terms extended beyond the original timeframe.

According to the Irish Times (http://www.irishtimes.com/newspaper/sport/2011/0218/1224290138862.html) (about half way down) the FAI may not register new players until the old ones are paid, unless it gets close to an actual fixture and Bohs really want them to.
Gavin said “it would be very hard for us to register new players when the old ones still haven’t been paid the money they are owed under the terms of the deal”, but declined to rule out the league registering them between now and the club’s opening game of the season, the refixed Setanta Sports Cup game against Portadown on March 1st – in the event that the matter hasn’t been resolved by then.

What the heck does Gavin mean - that the FAI "maybe" won't register new players if the 2010 squad don't get their money?
That weak statement should send shivers down the Bohs secretary's spine!!!!

We all know this, but it's taking a few lads here a wee bit longer to get it...bless
Anyways Sligo would have no use for our league trophy polish, they haven't won it as old Sligo or new Sligo since about 1862.

New Shamrock Rovers? There isn't one, we didn't fold and start again in 2005 like Cork and Derry did last year. We continued trading and are the same company now that we were before 2005.

Again, im not really sure if you are aware of the contents of the article.
The Department has indicated that it is in agreement to release the charge as requested. The delay in paying the players is due to not having recieved the letter from the Department yet, a legal requirement in order for the funds to be released to the club.
There is nothing to suggest any of this is a surprise to the PFAI or McGuinness.
The quotes from the dept, in todays mail on sunday would indicate that this isn't anywhere near as cut and dried as Bohs would have us believe. Their quotes today would suggest that they have no immediate intention of giving up their charge on the ground, let alone be about to write a letter indicating same. Also suggests that they'd have to get a valuation done on the ground before they'd even consider this course of action.
Dn't suppose you have link for that?

Heard tonight that Bohs have signed Rona Finn. Great signing if true. He was on trial at Wolves and Celtic. However he is doing a masters from what I hear and may prefer to stay here for educational reasons. Can't imaging Bohs being able to pay too much.
They're able to pay more than the other clubs who made him an offer. I know at least 3 did

Wasn't a factor when he was a full time pro at Fingal less than 2 weeks ago.

Off topic I know but does Ronan Finn live in Maynooth? I used to see some lad who looks the spits of him down by the canal wearing Sporting Fingal gear.
Always saw Ciaran Kilduff around campus thats for sure even then he was always wearing Shamrock Rovers gear.

I think Finny lives on the northside somewhere; not Maynooth anyway (unless he's moved out since he was with us).
Would hope he's just joining Bohs (if he is) to tide over until a move to England in the summer; really silly move otherwise. You'd imagine players would learn by now...
good news for all you feather rustlers on this thread...

Bohemians can finally focus on their preparations for the new Airtricity League campaign after the PFAI confirmed that all outstanding monies owed to players have now been paid.
The Dalymount Park club had, at one stage, been facing the prospect of a high court winding up order over unpaid player wages.
However, those fears gradually eased as the club came to an agreement with players and today's statement from the PFAI marks the end of an ugly chapter.
The PFAI statement read: 'The PFAI would like to confirm that monies owed to former players of Bohemian FC have been paid today, Tuesday 22 February 2011, the last day of the League of Ireland transfer window.
'We would like to thank Bohemian FC and the FAI; Bohemians President Robert Dunne, the club's General Manager John Doran and in particular club Treasurer Chris Brien, FAI Chief Executive John Delaney and League Director Fran Gavin.
'Without their assistance this situation would not have reached a satisfactory conclusion.'
