How to post a jpg?

I've looked at the FAO and got

To attach a file to a new post, simply click the [Browse] button at the bottom of the post composition page, and locate the file that you want to attach from your local hard drive.
but I cant find the [Browse] button anywhere! Is this only for administrators?

That's in the posting rules at the bottom of teh page, which would lead me to believe it's a mods only privilage?

Maybe its just me but I cant see the Mannage Attachments button. Im guessing that its a Mod only perk! :(
