A tax designated county is a county where tax incentives are given to developers to develop un-used land or to people to refurbish run down buildings. This in turn is suppose to stimulate economic growth and activity hence leading to the creation of jobs and all that crap.Longford has recieved this because it would be classed as one of the lesser off counties and an incentive like this is suppose to encourage employers to the area.Several counties have recieved this in the area known as the BMW region or if you will the Border Midland Western Region such as Longford, Roscommon, Westmeath, Cavan, Monaghan, Leitrim and others. From what i can recall Kerry has also recieved this status but this was down to some seriuos lobbying by that gob****e of a TD with the cap.I hope this is of some addition to you.
