Irish Euro representatives in cash windfall
The four clubs slated to represent the eircom League in next season’s European competitions have been handed a share of a Eur2.5m sum in order to bring about the necessary infrastructural improvements to meet the necessary requirements for the Uefa License.
Shelbourne go forward to the Champions League qualifying rounds for the second time in three seasons, while FAI Cup winners Longford Town and league runners-up Bohemians will take part in the Uefa Cup and third-placed Cork City enter the Intertoto Cup.
And the FAI have set aside the majority of their Government grant for 2004 to allow that quartet to carry out the ground improvements necessary to meet the standard required to obtain an UEFA licence, which would then allow them to play their European ties at their home venues.

good news if we can find the cash to match. Problem in that is that the FAI renaged on a deal to help us with Flancare Pk. back a few years so it remains to be seen if we can back date some past capex...

Not sure it's with that condition, think that was only for Lotto funding? No mention in any of the papers of that, and Bohs and Shels can't raise money to pay their players, let alone fix the decrepide Dalyer and Tolka....
I dont know much about this (and its all politics so they're making up the rules as they go along) but isnt this money this years sports capital grant allocation?
if it is than this will have to be matched in full by the club and drawdowns will be dependent on work done and invoices in
if thats the case very little of this money will actually be spent before the euro ties - to me its a "looks good" on paper thing "seen to be doing something" when in effect it means little?
looks like 4.5 mill to be added to the pot of unclaimed capital grants to me

Apparently we only have to come up with 20-25% of the total. We may be gettin up to 800,000 but we'd have to come up with up to 200,000 to receive this 800 if you follow. FAI's engineers reckoned we could need to spend up to 1m to finish the ground..they want to give every club something over the next three years..
What do we need to do to finish the ground that'd cost a million? That's a big jump from the €300,000 talked of last week......

3. Minimum Requirements and Factors which will disqualify applications
Applications can only be processed if they are eligible under the conditions of the Programme, so please read this section very carefully to make sure your organisation
and project meet Programme requirements. Projects can be disqualified for the following reasons
work on the project had already started or contracts were signed before the Department's decision on funding was made. Payment of grants allocated are only
made in respect of invoices or certified payments for works carried out after the allocation date;
° no evidence was supplied with the application form confirming that the minimum amount of local funding required was in place, e. g. a minimum of 20% for projects
in designated disadvantaged areas and 30% elsewhere ;
° no evidence of freehold or leasehold title to site was furnished with the application form. Applicants must submit legal evidence that the site or property where the
proposed development is to be undertaken is owned or held by the applicant under lease for a term of not less than 22 years. Title to the property must be legally
vested in the applicant;
° no evidence of at least an application for planning permission was supplied with the application form in cases where planning permission is a requirement;
° a feasibility study was not submitted with the application form in relation to projects where the estimated cost of a new facility is in excess of 500,000. The
Department will not be responsible for any costs associated with the feasibility study. Such a study should include a detailed analysis of:
the proposed location of the facility; population of the surrounding area;
mix of sports to be played at the facility; existing facilities in the area;
a management plan for the running of the facility; and an overall financial plan.
° the application was in respect of a school or college project only;
° the application was for the purchase of premises, sites or personal equipment;
° applications were made on forms designed for a previous year's Programme;
° applications were received after the closing deadline;
° misleading statements or information was given by the applicant to the Department.
° the project does not have a clearly defined sporting aspect.

if you want to dig up info on clubs applications you can put in an Freedon of Information request (though some clubs may have safegaurded certain info - see below)

released, on request, to third parties, in accordance with the Department's obligations under the Freedom of Information Acts 1997 and 2003.
9.2 You are asked to consider if any of the information supplied by you in applying for funding under the Programme should not be disclosed because of sensitivity. If this is
the case, you should, when providing the information, identify same and specify the reasons for its sensitivity. The Department will consult with you about sensitive
information before making a decision on release of such information. The Department will release, on request, information to third parties, without further consultation with
you, unless you identify the information as sensitive with supporting reasons.

It's seemingly a lot of little things rather than any one huge expenditure. Seats have to be properly secured with no gaps in the concrete, turnstiles have to be put in, more seats have to be covered, TV gantry has to be improved, car park has to be tarmacadamed, dressing rooms done up, corporate boxes put in..a lot of small things..1m was the FAI estimate..

Well thinking about it there's probably a big difference between finishing the ground and getting Licence (which is where the 300k came from)....

Not suprised about the seats, and we all knew that the ground hadn't been "finished". I assume they'll fill in underneath too.
We have 1500 covered seats which is the Licence requirment.
TV gantry I can understand, and ditto the car park.
Exec boxes I'd question.
Sounds like we need another stand - Section O luxury section....
