Anyone know, was this websitr built from scratch or using an online template or what?

I love it, but really need a site along these lines for meh anti-racism community (currently at www.justoneworld.tk) any sugesstions?

The design was created by a former business partner of mine, Gaz Edmunds. The forums use vBulletin (http://www.vbulletin.com/), however I may switch them to Invision Power Board (http://www.invisionboard.com/) shortly. Another option is phpBB (http://www.phpbb.com/).
