Apparently Italy was eliminated early on this morning so that left Turkey and "les mains", interestingly the head of UEFA is French and one of the vice-heads is Turkish, both sat out for the voting - as did a minor member of UEFA who is Italian. Euro 84, Wc 98 Euro 2016 - pretty much a major tournament every 16 years or so, would be even more if they had won the 2012 Olympics (although in revenue and attendance terms I would imagine that is small fry compared to the World Cup and Euros).
I probably would have gone for Turkey or Italy myself, nothing against the French (except the handball) but having seen matches in all 3 countries I would say France lags far behind the other 2 in terms of passion for the game. If UEFA wanted to send it to a new developing country and leave a legacy they should have picked Turkey, if they wanted to go for a safe bet with high speed rail etc already there they should have picked the Italians. France will have to build or significantly renovate all but one of their stadiums (Stade de France) so the same would have been true in Italy (new or renovate all but Stadio Olympico).
I suspect that the problems with Euro 2012 were worth a few votes to France, which would be seen as less risky than Turkey. The Italian bid was a shambles by all accounts, they had no chance. Final vote was France 7 Turkey 6.

Looks like there were worries of the projected ticket costs and the locations at Udine and Cesena.
The winning bid was an erroneous victim of circumstance, simply making it because of errors and concerns in the other bids. Typical of french football, it manages to get lucky and ends up being the winner as it's the "least worst" in a restricted field.
