Yes, the Premier Division clubs were complaining about the rule requiring compulsory reserve teams, mostly due to cost rather than usefulness, so the four non-League teams were invited to apply for the 2012 First Division. Fanad apparently have chosen not to apply, but barring some licencing hitch by any of the clubs or a decision by the FAI, a 12-team First Division seems likely in March.
