It's more so to do with his last club not doing something correctly with his paperwork. I really hope the lad I was talking to is wrong. But he was certain that tosi isn't available today due to some paper work mix up

Maybe after the first mess-up they went back over the paperwork for everyone else and found something of concern. Two paperwork mistakes - either by the club or not adequately checking other clubs papers - in a short period is really bad form.
